The Stadshart can be reached within walking distance from the Belvederebos in 10 to 12 minutes. If you go by car, the Stadshart also offers ample parking space, the first 2 hours of which are free. It should be noted that it can be quite busy on weekends, which means that there are waiting times at the parking garages. Walking is a lot faster and also better for the environment.

Construction of the current Stadshart started in 1981. The old shopping centre, the Dorpsstraat, thus gained a formidable competitor. In addition to shops, offices and homes, the new town hall and library also moved to the center.

As with all planning in Zoetermeer, the optimal set-up has been considered. The City Center consists of two layers: a layer above for consumers and below that a layer for logistics. In practice, the supply and removal to the warehouses can take place with trucks from below, while sales can continue undisturbed above. Where space allowed, large parking spaces for residents and shoppers have been realized below deck. Public transport was given its own place with two stops of the RandstadRail, Centrum-West (including a bus station) and Stadhuis on the east side of the Stadshart.

Large above-ground and underground parking garages have also been built to prevent parking problems. Initially, they could be used completely free of charge. However, under pressure from the neighboring municipalities with competing shopping centres, the garages were sold by the municipality and parking has been charged since then. However, the shopkeepers' association largely does this itself for the parking garages, so that the first two hours of parking are free.

Lessons have been learned from the mistakes of other municipalities, with a center without residents, so housing has been built above the shops and residential towers have been placed in between. The houses must ensure that the Stadshart remains lively even after closing time. A number of restaurants, cinemas, theater and other entertainment venues have also been included, as may be expected in a city center.
